The goal: eliminate discharge of pollutants

In order to achieve the ultimate goal of the Clean Water Act, “to restore and maintain the chemical, physical and biological integrity of the Nation’s waters,” several other goals and policies, including the following, were established: “it is the national goal that the discharge of pollutants into the navigable waters be eliminated by 1985”

(CWA 101(a)(1).
