Ellen Gilinsky

Ellen is President of Ellen Gilinsky, LLC., which she started in January 2017 to work with government, non-profit and private sector clients to find environmental solutions. As part of the Obama Administration from 2011 through 2016, Ellen was the Associate Deputy Assistant Administrator for Water at the Environmental Protection Agency. Prior to this appointment, she served as Director of the Water Division at the Virginia Department of Environmental Quality. Ellen also was an Adjunct Faculty member at Virginia Commonwealth University in the Departments of Biology and Environmental Studies.
Ellen received her B.A. in Biology from the University of Pennsylvania and her Ph.D. in Zoology, with a concentration in Aquatic Ecology, from the University of North Carolina at Chapel Hill. She has been a Past President of the Association of Clean Water Administrators and member of the State Advisory Board of the Virginia Water Resources Research Center. In addition to her current service to River Network, Ellen is on the board of Virginia Forever and serves on a National Academy of Science study panel on future water resource needs driving water science and research at the U.S. Geological Survey.
